Brian Allen, CLGM – Executive Director

Brian joined MMSA as Executive Director on March 1, 2023. Brian comes from a background rich in municipal governance and administration, with over 20 years combined experience in municipal management and leadership.

Brian was elected as a member of Council for the Town of Grimshaw, where he served from 1998 to 2013. He was also elected Grimshaw’s Mayor from 2000 to 2013, where he spearheaded important and positive changes for the community.

Brian served as the Chief Administrative Officer for the Town of Grimshaw from April 2013 to 2025, while concurrently maintaining his role with MMSA. He now serves as the Chief Administrative Officer for the MD of Peace No. 135 since July 2025 and continues to hold his Director position with MMSA.

Brian’s qualifications include National Advanced Certificate in Local Authority Administration (NACLAA) Level I and II from the University of Alberta; Applied Land Use Planning Certificate, also from the University of Alberta; and Certified Local Government Manager (CLGM) designation.

Having been involved with MMSA, both directly and indirectly, for more than two decades, Brian has a thorough appreciation of the Agency’s history, legacy and growth potential.

Komiete Tetteh, MSc – Manager of Planning

Komiete has over 8 years experience in municipal and regional planning. He joined MMSA in October 2017 as a Municipal Planner, and immediately took on several responsibilities to support member municipalities to advance their planning goals. Komiete has both participated and led the development, review, amendment and update of several important planning documents, including municipal development plans, intermunicipal development plans, area structure plans, recreation master plans, land use bylaws, and special studies. He has also been involved in the design and implementation of special planning initiatives, such as park design, beautification and community revitalization projects. Engaging with municipal decision-makers, and advising them on a range of planning proposals and issues of varied complexities, is another of Komiete’s commitment at MMSA.

Through these and other related experiences, Komiete has developed a solid foundation in planning as well as a good grasp of local and regional issues, giving him a niche in long-range planning, current planning, policy development, public engagement and project management. He also has a thorough understanding of the members’ planning needs and aspirations.

Komiete’s qualifications include a bachelor’s and master’s degree in planning from the Kwame Nkrumah University of Science and Technology in Ghana, and the University of British Columbia, Vancouver, respectively. As Manager of Planning, Komiete’s primary goal is to ensure that MMSA continues to deliver excellent planning services to members and other clients.

Inwon Nteogwuija – Municipal Planner

Inwon is a community planner at MMSA with a diverse range of experience and expertise. Her interest in community planning started during her co-op work terms with the City of Campbell River, and continued throughout her Human and Urban Geography courses on small cities, neighborhood designs and plans, city growth and management. Key among Inwon’s interests and skills include research and analytical writing, GIS mapping and analysis, community livability analysis, growth management and food sovereignty (food security). Inwon is particularly passionate about using her knowledge and skills to help small communities transition and adapt, as they strive to overcome issues surrounding their growth through in-depth studies of community needs and the realignment of their community plans. She also has a keen interest in the principles and practices of local government planning pertaining to small communities.

Inwon holds a Bachelor of Arts degree in Geography and Environmental Studies from Thompson Rivers University, in Kamloops, BC, Canada.

Karien Beyer – Municipal Planner

Karien joined MMSA as a municipal planner in September 2024 from South Africa. She has 13 years of experience in Strategic and Land Use Planning as well as Site Acquisitions and permitting for telecommunications infrastructure.

Prior to joining MMSA, Karien had spent most of her professional career in the private sector dealing with land use and developmental rights for property owners as well working on larger governmental housing projects, transport-orientated development plans, and auditing of existing projects.  Through these and other related experiences, Karien has developed a solid foundation in planning and is eager to bring her experience and knowledge to MMSA.

Karien obtained her Bachelors Degree in Town and Regional Planning from the University of Pretoria (2009), and registered with the South African Council of Planners in 2014 as a Professional Town Planner.

Hector Perez, MSc,– GIS Technologist

Hector is a GIS Technologist with proficiency in professional mapping, GIS analysis, geoprocessing, and aerial photo interpretation. He is responsible for the on-going spatial data maintenance and dissemination, compilation and organization of GIS data from maps, databases and other sources, end-use support and the generation of maps and other GIS reports and information products. His technical skills also enable him to perform some day-to-day IT tasks such as servers and staff computer maintenance, software licensing, etc.

Hector has been a key member of the MMSA team for over 5 years, where he has demonstrated a high degree of professionalism and motivation. Previously he worked as a GIS Technician for the University of Extremadura in Spain for nearly four years providing GIS technical support to new students and the Forestry Research Group staff.

Hector holds a Bachelor of Science degree (B.Sc.) in Forestry Engineering and a Master’s degree in Geographic Information Technologies: GIS and Remote Sensing from the University of Extremadura’s Forestry and Environmental Engineering department.

Andres Nossa, MSc – Database Administrator

Andres has been relocated from Colombia with a Bachelor’s degree in geoscience engineering. He is currently studying for a Master’s in Business Administration at University Canada West in Vancouver, British Columbia.

Andres officially joined the MMSA team at the beginning of February 2023 as a database administrator and GIS technologist. Andres has worked in different technical positions for over ten years with information systems for the transportation, oil & gas, and utility industries. He is responsible for configuring, designing, and developing databases for each municipality for the information system. His technical skills support data-process automation using tools and technology such as SQL, Python scripting and ArcGIS.

Kristy Rees – Administrative Assistant

Kristy serves as the agency’s Manager of Finance and brings more than 10 years of administrative experience to the role. Since joining the agency in May 2021, as a part time administrative assitant, she has expanded into the finance role and now oversees the finanes of the agency.

Her responsibilities include payroll administration, accounts payable and receivable, budgeting support, human resources and safety coordination, as well as administration of employee benefits and pension plans.

In addition to her financial management responsibilities, Kristy continues to support a wide range of agency operations, including administration of the REW Scholarship and the PRSDAB, municipal document formatting, subdivision application assistance, and general administrative coordination. Recently, she completed a bookkeeping course to further strengthen her financial expertise and support the growing needs of the agency.
